Peer Review Process
Proceeding from the interests of the journal, the editorial staff may order a paper on some topic in advance. The management is entitled by way of an exception to pay to the author of the ordered paper royalties, if the budget of the journal can afford it.
Papers submitted by authors are sent for double blind peer-review if, by preliminary appraisal, the paper meets the demands and basic principles of the journal. Only submissions meeting the journal’s scholarly and ethical criteria are accepted for publication.
All papers received for publication in the journal will be sent to two reviewers, one of them a foreigner. The identity of the reviewers will remain anonymous to the author of the paper, irrespective of whether the paper is published or not.
Any expert of the relevant branch may be chosen as a reviewer on the basis of an advance verbal agreement. The work of part of the reviewers will be remunerated, provided the budget of the journal can afford it (by decision of editorial staff). In the case of receiving a negative review the paper will not be published. If one of the double blind peer-review is negative and the other positive, the decision to publish the paper is taken by the editor-in-chief by consultation with the members of the editorial board.
The advisability of publishing papers with positive reviews and their placement under the appropriate heading of the journal is decided by the editor-in-chief by consultation with the editorial staff.
